O capital externo na mídia

Algumas observações sobre essa ofensiva da velha mídia, de se enquadrar a informação de Internet na categoria jornalística e obrigar os novos agentes a respeitar a proporção de capital nacional nas companhias - assim como as empresas jornalísticas.
Suponha-se que esse pleito seja legítimo.
A indagação básica é sobre quem seriam os parceiros brasileiros. A Globo ganhou centenas de milhões de dólares vendendo parte de seu portal à TIM e recomprando a preço de banana quando a bolha da Internet estourou.
A UOL conta com capital da Portugal Telecom. A Abril foi porta de entrada para a Napster. O que a ajudou a sair da crise financeira foi a venda da TVA para a Telefonica - e a TVA lhe foi entregue de graça pelo Governo Sarney.
A RBS conseguiu superar a crise financeira vendendo o Terra à Telefonica. Do Governo Sarney para cá - passando pelo de FHC - outros grupos conseguiram ampliar seus ativos ganhando concessões de graça, entrando exclusivamente com a influência política.
Agora, a Vivendi está vindo por aí, assim como as empresas de telefonia já instaladas. É óbvio que o objetivo da velha mídia é se habilitar a continuar a ser a porta de entrada dos grupos estrangeiros, preservando o cartel no mercado de opinião e de entretenimento.
Para instituir a isonomia, sem aumentar a concentração, basta a regulação enquadrar as estrangeiras aos percentuais mínimos de capital nacional, mas proibir a participação nas novas empresas de grupos que já tenham participação expressiva no mercado de concessões e de mídia.
