MEC defende ampliação do direito à educação infantil
A secretária de Educação Básica do Ministério da Educação (MEC), Maria do Pilar Lacerda, disse que o grande desafio da educação nos primeiros anos é consolidar a identidade da educação infantil como a primeira etapa da educação básica e ampliar a sua oferta. “Até 2000, as creches estavam vinculadas à assistência social, não havia clareza da educação infantil como direito”, explicou. A secretária destacou que o poder público é obrigado a oferecer vagas de educação infantil. “A matrícula não é obrigatória, mas a oferta da vaga é”, enfatizou.
As políticas públicas voltadas para a educação infantil foram debatidas nesta terça, 15, no colóquio “Cultura e Primeira Infância”, uma realização da Embaixada da França, com colaboração do Ministério da Educação (MEC). Professores, estudantes e pedagogos que presenciaram os debates receberam informações sobre os programas do ministério voltados para a educação infantil, como o Programa Nacional de Reestruturação e Aparelhagem da Rede Escolar Pública de Educação Infantil (Proinfância), e também sobre o Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb).
Para ampliar a oferta de vagas na 1ª etapa da educação básica, o MEC criou em 2007 o Proinfância, programa voltado para a construção de creches e pré-escolas. Em seus dois primeiros anos de existência, o Proinfância atendeu a 979 municípios ao construir 1016 escolas de educação infantil, somando investimento total de R$ 714 milhões. A previsão de atendimento para 2009 é de 700 novas unidades.
Pilar também enfatizou a importância do Fundeb para a educação infantil. Além das creches e pré-escolas públicas, o fundo atende as instituições comunitárias, confessionais ou filantrópicas sem fins lucrativos para a oferta de educação infantil. Para que isso ocorra, é necessário que essas instituições assinem um convênio com a secretaria municipal de educação. Neste ano, o ministério lançou uma publicação para auxiliar a assinatura deste convênio.
