Portaria do Ministério da Educação publicada no Diário Oficial da União de sexta (25/09) regulamenta o Programa de Melhoria do Ensino das Instituições de Educação Superior (Programa IES). O orçamento é de R$ 1 bilhão para os próximos cinco anos.

Os recursos podem ser requisitados por Instituições de Ensino Superior (IES) privadas. Para obter os financiamentos, o MEC deve aprovar primeiramente o projeto institucional. Como o programa operará apenas por meio da modalidade indireta, as instituições terão que dispor de um agente financeiro credenciado, por meio do qual encaminharão a consulta prévia em conformidade com o formulário do Banco Nacional do Desenvolvimento Econômico e Social (BNDES).

Numa outra fase, as instituições terão de cumprir outros pré-requisitos para atender as exigências de qualidade dentro dos parâmetros de avaliação do Sistema Nacional de Avaliação da Educação Superior (Sinaes).
As adesões ao Fundo de Financiamento ao Estudante do Ensino Superior (Fies) e ao Programa Universidade para Todos (ProUni) são condições indispensáveis para as IES se candidatarem ao crédito.
