Congresso promulga a emenda constitucional que acaba com a DRU
O Congresso Nacional promulgou, em sessão solene, nesta quarta-feira, 11, em Brasília, a Emenda Constitucional nº 59, que determina o fim gradual da incidência da desvinculação das receitas da União (DRU) sobre os recursos federais para a educação até a extinção do mecanismo, em 2011. Desde 1994, a desvinculação retira 20% do total dos recursos que deveriam ser destinados obrigatoriamente à educação.
Com a emenda, esse percentual cai para 12,5% no exercício de 2009 e diminuirá para 5% em 2010. Não haverá mais a incidência a partir de 2011. Assim, serão cerca de R$ 9 bilhões a mais no orçamento da educação.
Além da revinculação dos recursos para a área, a emenda determina a ampliação da obrigatoriedade do ensino a todas as etapas da educação básica. Hoje, as matrículas são obrigatórias dos seis aos 14 anos de idade. A emenda constitucional prevê a universalização do atendimento também na educação infantil e no ensino médio, ao ampliar a obrigatoriedade aos alunos entre quatro e 17 anos. A universalização deve ser implementada por estados e municípios, com o apoio do Ministério da Educação, até 2016.
De acordo com o texto, os alunos entre quatro e 17 anos terão o apoio de programas suplementares do MEC atualmente destinados apenas aos matriculados no ensino fundamental e médio. Portanto, recursos do transporte e da alimentação escolares, dos programas do livro didático e de assistência à saúde serão estendidos a todos os estudantes da educação básica pública.
Outra mudança fixada no texto diz respeito ao Plano Nacional de Educação (PNE). “A emenda obriga que o legislador faça constar metas no PNE de acordo com proporção pré-fixada do PIB”, explica o ministro Fernando Haddad, que participou da cerimônia de promulgação.
Na visão de Haddad, as medidas aprovadas hoje pelo Congresso são uma decisão histórica. “Essas mudanças constitucionais aprimoram a legislação de maneira suprapartidária e republicana”, comemorou.
