Meta de 30% dos jovens no ensino superior não será cumprida, diz MEC
Apesar do crescimento nas matrículas do ensino superior apontado pelo censo divulgado nesta sexta (27) pelo Ministério da Educação (MEC), o Brasil não vai cumprir a meta de incluir 30% da população entre 18 e 24 anos na universidade. Essa era uma das determinações estabelecidas pelo Plano Nacional de Educação (PNE) para 2011. Hoje essa taxa está próxima a 14%.
“Até 2011 não vamos atingir essa meta. O crescimento dessas taxas são difíceis. Durante duas décadas (70 e 80) ela ficou estagnada em 8%”, destacou o presidente do Instituto Nacional de Estudos e Pesquisas Educacionais (Inep), Reynaldo Fernandes.
Segundo dados do censo de 2008, o Brasil tem 5 milhões de alunos matriculados em cursos superiores no Brasil, a maioria em instituições privadas. O número de ingressantes também aumentou, apesar de ter apresentado uma leve queda em relação ao aumento registrado em anos anteriores.
Para a secretária de Ensino Superior do MEC, Maria Paula Bucci, se for considerada a taxa bruta – que representa o número de universitários em relação ao total da população – o número já chegou a 25%. “As taxas tem melhorado muito, mas não chegaremos aos 30% se considerarmos a taxa líquida [na população de 18 a 24 anos]. A taxa bruta é mais expressiva do ponto de vista do que acontece no país porque existe uma defasagem grande em todo o fluxo escolar”, defende Maria Paula.
Para a secretária, os números indicam que o Brasil precisa “continuar expandindo a educação superior” e que é incorreto relacionar o crescimento da oferta de vagas e instituições com queda de qualidade. O atual PNE termina a sua vigência em 2010. No ano que vem será preciso traçar as bases do novo plano com revisão de metas e diretrizes.
