Tramita na Câmara a Proposta de Emenda à Constituição (PEC) 394/09, do deputado Rogério Marinho (PSDB-RN), que obriga o Estado a oferecer atendimento educacional especializado a alunos com altas habilidades ou superdotação. Para Marinho, a educação especial é uma "estratégia para o desenvolvimento e o crescimento econômico nacional".

O deputado afirma que a produtividade do brasileiro caiu nos últimos anos. Segundo ele, enquanto em 1980 um trabalhador produzia valor agregado equivalente a 15,1 mil dólares (R$ 26,4 mil), em 2005 esse valor caiu para 14,7 mil dólares (R$ 25,7 mil). "O País desperdiça talentos e cérebros", sustenta.
O parlamentar afirma ainda que estudo do Banco Interamericano de Desenvolvimento (BID), de 2008, mostra que 71,6% dos brasileiros entre 15 e 19 anos não têm nível educacional adequado para conseguir um trabalho bem remunerado.

Pesquisas indicam que 5% da população mundial possui potencial para superdotação, diz Marinho. Assim, do total de 53 milhões de estudantes brasileiros na educação básica, mais de 2,5 milhões teriam altas habilidades potenciais. Mas, segundo o parlamentar, menos de 0,5% desse contingente recebe atendimento educacional adequado.

Tramitação
A PEC será analisada pela Comissão de Constituição e Justiça e de Cidadania quanto à admissibilidade. Se aprovada, será analisada por uma comissão especial a ser criada especificamente para esse fim. Depois, seguirá para o Plenário, onde precisará ser votada em dois turnos.
