Estudantes que não atendem aos critérios de renda do Programa Universidade para Todos (ProUni), mas estudam em instituições particulares de ensino superior com bolsas do governo podem responder civil e criminalmente pela infração, informou hoje o ministro da Educação, Fernando Haddad.

Reportagem exibida no domingo (2) pela TV Globo denunciou o uso irregular de bolsas do ProUni por alunos de medicina na Universidade de Ensino Superior Ingá (Uningá), no Paraná. Eles tinham renda superior à permitida pelo programa. De acordo com as regras do programa, as bolsas integrais são reservadas a estudantes com  renda familiar de até um salário mínimo e meio (R$ 697,50) por membro da família. As bolsas parciais podem ser pleitadas por candidatos com renda familiar de até três salários mínimos (R$ 1.395) per capita.

De acordo com o ministro, o processo administrativo contra a instituição já foi instaurado. A universidade pode ser desligada do ProUni caso seja apurada a “conivência” com a irregularidade, além de responder civilmente pelo mau uso da bolsa. Caso o Ministério Público seja acionado, pode decidir também pelo processo penal. O mesmo vale para os alunos que podem ser obrigados a “ressarcir os cofres públicos”, segundo Haddad.

O ministro ressaltou que todas as instituições que oferecem bolsa do ProUni são obrigadas a manter uma comissão para fiscalizar o uso do benefício que deve contar com pelo menos um estudante bolsista. A regra vale desde a publicação de uma portaria em dezembro do ano passado. Qualquer denúncia deve ser feita a essa comissão que encaminhará o caso ao Ministério da Educação.
