Novo presidente da Comissão de Controle pretende ampliar ação
Reitor da Universidade Católica de Pelotas (RS), Alencar Mello Proença foi eleito na tarde desta terça-feira, 1º de junho, para o mandato de dois anos na presidência da Comissão Nacional de Acompanhamento e Controle Social do ProUni (Conap). Ele ressaltou que dará continuidade ao trabalho de seu antecessor, José Thadeu Rodrigues de Almeida, que conseguiu consolidar a comissão criada em 2006 com a finalidade de fiscalizar o programa de distribuição de bolsas a estudantes carentes. Atualmente, o Programa Universidade para Todos (ProUni) conta com 443 mil bolsistas.
“É importante dar continuidade ao trabalho realizado na Conap, que precisa ser respeitado e, na medida do possível, ampliado”, afirmou Alencar. No entanto, ele ressaltou que a comissão precisa ocupar um novo papel no cenário do ProUni e ser um meio de interação entre o MEC e o público beneficiário, os bolsistas atuais e os alunos de ensino médio público.
Segundo Alencar, a Conap atualmente não é um órgão que tenha relevância na definição de políticas e nem com presença importante na sua base social. “Não podemos ficar no meio do caminho. Hoje não temos um processo de interlocução com os bolsistas e nem ocupamos um papel importante no ProUni”, enfatizou.
Na reunião que deu posse a Alencar ficou decidido que a Conap passará a participar do processo de análise de possíveis irregularidades entre os bolsistas. Cruzamento de dados realizado no ano passado pelo MEC informou às universidades indícios de irregularidades em 5 mil registros de bolsistas. No final do processo de investigação, a cargo das universidades, foram encerradas 1.766 bolsas.
Outra proposta da nova gestão é aumentar o número de seminários regionais nas instituições de ensino para que sejam cada vez melhor orientadas no processo de fiscalização do ProUni. Atualmente existem 4.100 comissões da Conap nos campi. “Conseguimos superar em muito a nossa meta inicial, que era de criar 1.500 comissões regionais”, explicou Thadeu Rodrigues, que se mantém como membro da Conap.
