Novo Plano Nacional de Educação deve ter pouco mais do que 25 metas; atual tem 295
O novo PNE (Plano Nacional de Educação) para os próximos dez anos trazer pouco mais de 25 metas a serem cumpridas até 2020. A informação é do membro do conselho do movimento Todos Pela Educação, Mozart Neves Ramos –que participa, também, do Conselho Nacional de Educação. O atual plano, que deixa de valer no final deste ano, tem 295 metas.
O próximo PNE, que valerá entre 2011 e 2020, deve seguir para o Congresso Nacional em até duas semanas, após ser concluído pelo Ministério da Educação. A redução de metas foi uma das diretrizes apontadas pela última Conae (Conferência Nacional de Educação), realizada em Brasília em março deste ano.
Segundo Ramos, um número excessivo de metas torna impraticável o cumprimento de todas. “Nem metade delas [das atuais] tem indicador para traduzi-las”, diz. A redução de metas, no entanto, não significa necessariamente que haverá um corte, mas sim que elas devem vir mais condensadas. O novo PNE não deve ter mais do que 30 metas.
Para especialistas, o atual PNE fracassou, já que poucas das atuais metas foram efetivamente cumpridas nos últimos dez anos. Entre as que foram atingidas, estão a criação do ensino fundamental de nove anos e a ampliação das estratégias de avaliação da educação básica. Não se cumpriu, por exemplo, a meta de expansão da educação de jovens e adultos e a redução da repetência e do abandono escolar.
