MEC iniciará auditoria no ProUni este mês
O Ministério da Educação (MEC) vai fazer uma auditoria no Programa Universidade para Todos (Prouni). O ministério quer saber se as instituições privadas de ensino superior que participam do programa oferecem o número de bolsas exigido em lei.
O pente-fino deve começar este mês. A Receita Federal vai auxiliar o MEC. As universidades recebem isenções fiscais em troca de bolsas de estudo concedidas a alunos de baixa renda.
Em 2009, 1.464 instituições de ensino participam do Prouni. Elas ofereceram, em troca de renúncia fiscal , 156.416 bolsas neste primeiro semestre: 95.695 integrais, no valor de 100% das mensalidades, e 60.722 parciais, de 50%. O programa abre vagas em todos os cursos, inclusive os mais caros, como medicina e odontologia.
Desde 2005 , quando o Prouni foi criado, 434.669 universitários foram contemplados.
Desse total, 323.187 estudam atualmente graças ao programa. O MEC não informou a previsão de renúncia fiscal em 2009. Nos últimos anos, ela totalizou cerca de R$ 120 milhões ao ano.
A secretária de Educação Superior do ministério, Maria Paula Dallari Bucci, diz que a auditoria faz parte das atividades de supervisão: - É um dever do MEC fazer o acompanhamento.
Em termos gerais, o ministério não identifica graves indícios de fraudes. Mas teme que irregularidades estejam ocorrendo em universidades, faculdades ou centros universitários isoladamente.
A lei do Prouni determina que as instituições filantrópicas deem uma bolsa para cada nove alunos pagantes. As que têm fins lucrativos devem ceder uma vaga para cada 10,7 estudantes.
Em 2005, quando o programa começou a funcionar, 1.142 instituições aderiram. Naquele ano , foram oferecidas 112.275 bolsas, das quais 71.905 integrais.
Um dos itens que o ministério quer fiscalizar é a proporção de bolsas concedidas pelas universidades que aderiram ao programa em 2005. Elas devem ceder mais vagas ao programa do que universidades que ingressaram só neste ano.
A Secretaria de Educação Superior do Ministério da Educação já deu início a um projeto piloto de fiscalização. O objetivo é verificar a consistência do banco de dados do governo e testar hipóteses.
O ministério está intrigado com o fato de que algumas instituições deixam de oferecer bolsas em determinados semestres.
Em tese, isso poderia estar ligado ao fato de elas realizarem só um vestibular por ano. Mas pode ser também uma irregularidade.
