Fim da DRU: proposta inclui ensino obrigatório dos 4 aos 17
O ensino obrigatório de quatro a 17 anos de idade já faz parte do texto da Proposta de Emenda à Constituição (PEC) 277/08, que retira o orçamento da educação da Desvinculação de Receitas da União (DRU). O parecer substitutivo do deputado federal Rogério Marinho (PSB-RN), com a nova redação, foi aprovado nesta terça-feira, 24, pela comissão especial que analisa a PEC na Câmara dos Deputados.
A proposta será votada no plenário da Câmara, em dois turnos. O ministro da Educação, Fernando Haddad, e os membros da comissão especial deverão se reunir com o presidente da Casa, Michel Temer (PMDB-SP), nesta quarta-feira, 25, para pedir que a PEC seja votada em regime de urgência. Se aprovada na Câmara, volta para aprovação no Senado.
A Proposta de Emenda Constitucional 277/08 prevê o fim gradual da DRU para a educação até 2011. Isso significa o acréscimo de cerca de R$ 9 bilhões anuais ao orçamento do MEC. O relatório aprovado nesta terça-feira na comissão especial vincula o aumento dos recursos à obrigatoriedade da educação infantil e do ensino médio.
De acordo com o texto, a educação obrigatória dos quatro aos 17 anos deverá ser implementada progressivamente até 2016, com apoio técnico e financeiro da União. Está previsto o regime de colaboração entre União, estados, Distrito Federal e municípios para universalizar o ensino. O texto ainda garante a oferta gratuita da educação básica para os que não tiveram acesso a ela na idade certa.
