ECA nunca foi cumprido integralmente no Brasil, afirma ministro dos Direitos Humanos

No dia em que o Estatuto da Criança e do Adolescente (ECA) completa 20 anos de vigência, o ministro da Secretaria de Direitos Humanos (SDH), Paulo Vannuchi, afirmou que a lei nunca foi integralmente cumprida no país.

Ao participar do programa de rádio Bom Dia, Ministro – produzido pela Secretaria de Comunicação Social da Presidência da República, em parceria com a EBC Serviços – Vannuchi lembrou que o país se prepara para sediar a Copa de 2014 e as Olimpíadas de 2016. Segundo ele, esses eventos devem funcionar como uma espécie de prazo para que problemas como a exploração sexual de crianças e adolescentes, além do trabalho infantil, sejam combatidos.

“Temos que aproveitar esse momento positivo do Brasil com um sistema que dê inteiramente conta desse desafio”, disse. “O ECA previu essa grande engenharia e, para saber o que se passa com a criança e o adolescente, temos que ter braços em cada município”, completou.

De acordo com o ministro, a exigência de que cada cidade tenha, no mínimo, um conselho tutelar “agiliza e alivia” a sobrecarga de trabalho no Poder Judiciário. Atualmente, 98% dos municípios brasileiros contam com a estrutura que precisa ter, pelo menos, cinco funcionários.

“O ECA é muito forte na ideia da municipalização. A criança tem que ser tratada pela sua cidade: o prefeito, a Câmara de Vereadores, a Igreja, as escolas; com o governo federal apoiando”, afirmou. Para Vannuchi, quatro temas devem ser priorizados para um melhor cumprimento do ECA: saúde, educação, assistência social e justiça.
