Ministro viaja à Europa para analisar modelos de regulação da mídia

O ministro Franklin Martins (Secretaria de Comunicação) viajou nesta quarta-feira (6) para a Europa para conhecer modelos de regulação da mídia e para convidar instituições a participarem, em novembro, de seminário sobre o tema.
Franklin visitará instituições em Londres e Bruxelas até o dia 10. Ele está organizando o Seminário Internacional Marco Regulatório da Radiodifusão, Comunicação Social e Telecomunicação, ainda sem data e local definidos porque depende da agenda dos convidados internacionais.

O presidente Luiz Inácio Lula da Silva quer enviar até dezembro ao Congresso uma proposta de marco regulatório dos serviços de telecomunicação e radiodifusão. Um grupo de trabalho coordenado pela Casa Civil está analisando as propostas aprovadas durante a Confecom (Conferência Nacional de Comunicação), que ocorreu em dezembro passado.

Patrocinada pelo governo, a conferência aprovou 633 sugestões para regular os meios de comunicação.

Os principais eixos são o marco regulatório da internet, direitos autorais, legislação geral para a comunicação pública, regulamentação do artigo 221 da Constituição (pelo qual as TVs devem priorizar conteúdo nacional) e o marco regulatório para o setor de comunicação.

A Confecom contou com a participação do governo e da sociedade civil. As principais entidades representativas das empresas de mídia no Brasil não participaram por considerar que muitas das teses defendidas pelas entidades sociais, em maioria no evento, eram restritivas à liberdade de expressão e de livre associação empresarial.

Havia propostas como a criação de um "tribunal de mídia" e a criação de punições para jornalistas "que excluam a sociedade civil e o governo da verdadeira expressão da verdade".
