A Comissão de Constituição e Justiça e de Cidadania (CCJ) aprovou nesta quarta-feira a constitucionalidade da criação, no âmbito da Câmara dos Deputados, de uma comissão específica para tratar de temas relacionados ao direito da mulher. A proposta agora será votada pelo Plenário. Se aprovada, a comissão será a 21ª comissão permanente da Casa.
A proposta original, apresentada na forma do Projeto de Resolução 8/07, da deputada Elcione Barbalho (PMDB-PA), determinava a criação da Comissão da Mulher, do Idoso, da Criança e do Adolescente, da Juventude e Minorias. Os deputados da CCJ, no entanto, consideraram a abrangência muito grande e restringiram a temática aos direitos da mulher.
"O projeto de resolução, tal qual formulado, provocava uma sobreposição temática com outras comissões permanentes da Casa, inclusive com a Comissão de Constituição e Justiça e de Cidadania, além das comissões de Direitos Humanos, de Seguridade Social e até mesmo de Trabalho e Serviço Público", argumentou o relator na CCJ, deputado Sandes Júnior (PP-GO).
Atribuições
Entre as atribuições do novo colegiado estão a análise de assuntos relativos aos direitos e proteção das mulheres; e a avaliação e a investigação de denúncias relacionadas à ameaça ou violação dos direitos das mulheres.
Durante a discussão sobre a proposta, alguns parlamentares defenderam o enxugamento da estrutura da Câmara (e a rejeição do projeto), como forma de dar agilidade aos trabalhos desenvolvidos e reduzir os custos administrativos, uma vez que a nova comissão deverá ter estrutura semelhante às outras comissões.
Prevaleceu, no entanto, a ideia que a nova comissão ampliará a representatividade parlamentar e aumentará a participação popular, especialmente feminina, nos temas legislativos.
