Convenção 151: projeto vai ser relatado pelo senador Geraldo Mesquita
O PDS 819/09 ratifica a Convenção 151 e a Recomendação 159, da OIT, ambas de 1978. O projeto faz parte da "Agenda Positiva do Movimento Sindical" no Congresso.
O Projeto de Decreto Legislativo do Senado (PDS) 819/09 foi distribuído ao senador Geraldo Mesquita Júnior (PMDB/AC), na Comissão de Relações Exteriores e Defesa Nacional.
O PDS 819 aprova, com ressalvas, os textos da Convenção 151 e da Recomendação 159, da Organização Internacional do Trabalho, ambas de 1978, sobre as Relações de Trabalho na Administração Pública.
A matéria será examinada inicialmente pela Comissão de Relações Exteriores e de Defesa Nacional, antes de ir a voto no plenário do Senado. Se for aprovada nestas duas instâncias decisórias da Casa, em seguida será promulgada pelo Congresso.
Se houver uma forte pressão por parte do movimento sindical no Senado é possível aprovar ainda este ano a matéria na Casa.

Na Câmara, o projeto tramitou como projeto de decreto legislativo (PDC) 795/08.
Pauta trabalhista
A Convenção 151 é parte integrante da "Pauta trabalhista" aprovada pelas centrais sindicais e apresentada ao presidente da Câmara, Michel Temer (PMDB), em maio passado.
Compõem ainda essa agenda: a proposta (PEC 231/95), que reduz a jornada semanal de trabalho de 44 para 40 horas, sem redução de salário, com acréscimo de 75% sobre a hora extra normal; o fim do fator previdenciário (PL 3.299/08); a Convenção 158, da OIT, que trata da demissão imotivada; a retirada do projeto de terceirização (PL 4.302/98); e a punição do trabalho escravo (PEC 438/01).
