Brasil precisa de políticas públicas integradas, diz Pochmann

O Brasil precisa mudar a cultura de trabalhar de forma setorizada para tornar as políticas públicas sociais de forma articuladas e integradas, afirmou o presidente do Instituto de Pesquisa Econômica e Aplicada (Ipea), Marcio Pochmann, ao participar hoje (9) do Seminário Internacional Sistemas de Proteção Social: Desafios no Contexto Latino-Americano.

De acordo com Pochmann, tanto na estrutura federal como estadual e municipal, se trabalha na forma de “caixinhas”, o que significar dizer que a lógica usada é a setorial.

“A educação se volta para problemas da ignorância, problemas da educação que temos hoje, a saúde a mesma coisa. Nós não temos uma ação totalizante que olha o indivíduo no todo do seu problema. Alguém que está desempregado não está só desempregado porque não tem qualificação. Ele pode estar desempregado porque é um dependente químico e, nesse sentido, ele precisaria de ação combinada com a qualificação”, explicou.

Pochmann disse, ainda, que é preciso formar quadros nas universidades que tenham uma formação totalizante e não setorial, como é feito hoje. Segundo o presidente do Ipea, o Brasil tem uma rede de proteção social comparada à de países desenvolvidos, mas precisa avançar na integração as políticas. “A possibilidade de convergirmos as diferentes estruturas de cunho social em ações mais articuladas é um desafio desse século e que não se pode perder porque precisamos fazer mais com os recursos existentes hoje”, afirmou.
